To exterminate stupid people and set an example, relatives of the stupid people should be the one doing the killing. Everyone knows the stupid people in thier family, and most likely would be glad to get rid of them. But some might have a problem with killing, so we exile the stupid people who aren't killed from the country...and because they are stupid they won't be able to get back across the border.

Ha, Ha, Too late for such a disclosure. We have been living in a Global Idiocracy from the middle '90s. For your information, I have developed the technology who can accurately determine who is a moron based on voice tone and response to questions (general knowledge questions,I've known mathematicians who sucked at life)the technology based on brainwaves is too simplistic if these signals are obtained from outside the skull, all people on Earth should have nano/microimplants over their cortex.
